Default Paintwork

I purchased my 2003 Terrano 12 months ago.
I have noticed that on one side there are very small bubbles on the paintwork.
There seem to be more every time I look.I have scratched one of them away to look underneath Nd there is no sign of rust at all.My local French garage said maybe the guy that sold it to me did a very amateur paint spray before he sold it.
I clean it with Auto glyn products which are supposed to be one of the best.so I do not think it is a reaction to that.
I have these pimples on the fuel filler door,and have checked inside the door and again no rust at all.

Maybe it is just a bad spray job.
Has anyone experienced anything like this
